ST. JAMES UNITED METHODIST CHURCH Political campaign Activity Policy
Under the Internal Revenue Code, all tax exempt church organizations are absolutely prohibited from directly or indirectly participating in, or intervening in, and political campaign on behalf of (or in opposition to) any candidate for elected public office. Contributions to political campaign funds or public statements of position (verbal or written) made on behalf of the organization in favor of or in opposition to any candidate for public office clearly violate the prohibition against political campaign activity. THEREFORE, IT IS THE POLICY OF SAINT JAMES; IT’S OFFICERS AND ADMINISTRATION TO ADHERE STRICTLY TO THIS PROHIBITION. Violation of this prohibition will result in a revocation of our tax-exempt status. ANY VOTER EDUCATION ACTIVITIES SUCH AS PUBLIC FORUMS MUST BE CONDUCTED IN A NON-PARTISAN MANNER. IT IS THE POLICY OF SAINT JAMES THAT ANY OTHER ACTIVITIES RELATED TO THE ELECTORAL PROCESS WILL NOT BE ALLOWED. INDIVIDUALS HAVE THE RIGHT TO PARTICIPATE AS THEY SEE FIT BEYOND THIS CHURCH AND NOT INVOLVING OR OTHERWISE LINKING SAINT JAMES IN ANY WAY. It is our intention to make our policy stricter than IRS Code requires because of past concerns about political activity. Therefore, all leaders (staff and board members) shall not make partisan comments in official organization publications or at official functions. To avoid potential attribution of their comments outside of organization functions and publications, organization leaders who speak or write in their individual capacity are encouraged to clearly indicate that their comments are personal and not intended to represent the views of the organization. Candidates: When a candidate is invited to speak at an organization event as a political candidate, SAINT JAMES will take steps to ensure that:
Equal Opportunity to Participate: In determining whether candidates are given an equal opportunity to participate, Saint James will consider toe nature of the event to which each candidate is invited, in addition to the manner of presentation. Any time a candidate is invited, every possible action to insure fairness and equality will be taken to assure neutrality. Depending on the facts and circumstances, and organization may invite political candidate to speak at its events without jeopardizing its tax-exempt status. Political candidates may be invited in their capacity as candidates, or individually (not as a candidate). Any invitation to speak given to any candidate for any Saint James function shall be approved by the Administrative Committee. This is to ensure that NO violations of this policy occur intentionally or unintentionally. When Saint James invites several candidates to speak at a forum, we will require the following:
Non-Candidates: If political candidates are invited to speak in a non-candidate capacity, Saint James will ensure that:
In addition, Saint James will clearly indicate the capacity in which the candidate is appearing in will not mention the individual’s political candidacy or the upcoming election in the communitarians announcing the candidate’s attendance at the event. This policy is posted prominently in the staff office area and the multipurpose room. Additional copies are available in the secretary's office. |
